Legislators really need to determine what their ultimate goals and objectives are before they begin proposing drastic legislation that will negatively effect free markets and capitalism. If full disclosure is always prevalent and enforced in any industry, the phantom need to apply more limits will not exist. In addition, stating that payday lenders began "evading regulations through the use of Virginia's open-end credit statute is a stretch. The majority of these lenders continued offering payday loans and also began offering additional services to ensure their profits didn't drop drastically.
